The meeting was called to order at by William Bixby, Vice Chair.
Opening Remarks (Post Meeting)
The meeting started with eight (8) members present. During the meeting, other members arrived as did the guests at staggered times. The full attendance is noted for all who were present.
A. Rollcall/Attendance
Rollcall by Mary Blair, Secretary.

B. Agenda Review
Motion to approve the agenda made by Robert Spirito; seconded by Shirley Wayne Washington; approved unanimously.
C. Reading of Minutes
Motion to approve the December minutes made by Mary Blair; seconded by Reverend Walter Johnson, Jr.; approved unanimously.
D. Coordinator's Report Distribution
The January Coordinator's Report was distributed. Motion to accept made by Mary Blair; seconded by Robert Spirito; approved unanimously.
E. Internal Affairs Remarks
Sergeant Cain spoke about the police applicant class to start July 2009.
Intern Joe O'Brien was introduced.
Captain Peterson was delayed because of her attendance at a Board of Police Commissioners meeting.
F. Open Floor
Barbara Carroll wished everyone a Happy New Year.
G. Subcommittee Reports
Shirley Wayne-Washington reported that the planning for the NACOLE 2009 Conference was moving forward with a winter meeting scheduled for February 6-8, 2009.
H. Unfinished Business
Barbara Carroll initiated discussion regarding a memorandum that she received from a CRB member.
? There was discussion regarding the minutes of a special CRB meeting that was held on December 22, 2008. A motion was made by Maureen O'Sullivan to accept the minutes of the special meeting; seconded by William Bixby. The voting abstentions were: Wayne Hobbs, Reverend Walter Johnson, Jr., Kathleen Smith-Bogan, Robert Spirito, Ann Tramontana, Shirley Wayne-Washington, and Juanita Wright. Police Commissioner Evelise Ribeiro was not present for the vote. Frank Cochran and Sarah McIver were absent from the meeting. Those in favor were: William Bixby, Mary Blair, Barbara Carroll, Catherine Gootkin, and Maureen O'Sullivan.
? Ann Tramontana initiated a discussion on the process of filing vacancies on the CRB.
? Maureen O'Sullivan made a motion that was a follow-up to the motion she made at the special meeting that a committee be formed to address guidelines and training; seconded by Catherine Gootkin. The voting results were:
Barbara Carroll and Robert Spirito abstaining Kathleen Smith-Bogan, Shirley Wayne-Washington, Juanita Wright against William Bixby, Mary Blair, Catherine Gootkin, Wayne Hobbs, Reverend Walter Johnson, Jr., Maureen O'Sullivan and Ann Tramontana in favor
The Committee is named the Policy and Procedure Committee. The first scheduled meeting is at 5:30 p.m., Thursday, February 5, 2009 at City Hall, Second Floor Meeting Room to be announced.
? The Coordinator memorandum dated December 11, 2008 to the Civilian Review Board regarding "CRB Year End Case Review CY2008" that was tabled at the December 2008 meeting was tabled at the January 2009 meeting.
I. New Business
Captain Peterson introduced Sergeant T. David Fitzgerald as a newly-assigned member to Internal Affairs.
Ann Tramontana spoke briefly regarding her panel review of Case #031-08-C. Barbara Carroll handed the Coordinator the CRB Panel "D" review form on Case #031-08-C that was completed by Ann Tramontana.
